As part of the visit, the head of diplomacy also plans to meet with Panamanian citizens detained in Cuba. These citizens were arrested on February 28, 2026, in Havana on charges of crimes against the constitutional order. This issue adds a delicate nuance to the official visit. According to Cuban President Miguel Díaz-Canel, the ten Panamanian citizens have pleaded guilty and provided information about who recruited them, under what circumstances, and for what purposes. He also noted that the investigation is ongoing, and according to the authorities, the suspects are cooperating with the investigation. Panamanian Foreign Minister Javier Martínez-Acha began his official visit on March 25 and was received by his Cuban counterpart, Bruno Rodríguez Parrilla.
