
The Cuban government is considering the possibility of allowing foreign residents on the island to have usufruct over land, officials from the Ministry of Agriculture reported. The Legal Director of Minag, Mayra Cruz, presented the Draft Law on property, possession, and use of land to the media, a legal norm aimed at promoting an increase in agricultural production.
Cruz mentioned that they have identified several cases of foreigners living in Cuba who are interested in accessing the possibility of obtaining land in usufruct. Up until now, agricultural legislation did not contemplate this scenario, which has led the government to grant some areas in usufruct to foreign companies, making use of exceptions allowed by the constitution.
Recently, it was announced that a Vietnamese company became the first foreign entity to harvest rice in Cuba, in the province of Pinar del Río. It is expected that if approved, the draft will be discussed publicly until May 1, and then presented to the National Assembly for approval in the December session.
